Return Telco Circuit custom fields in response to API requests

Custom fields for Telco Circuits can be added, populated and updated via the API, but that information is not returned from the /circuits/ API call.

I'm indifferent as to whether it's added as an enhancement to the existing API call or whether it's included in a /circuits/all/ variant, as was done with /devices.
