Add Tags and Subnets to GET /api/1.0/vlans/ response

Tags are missing from JSON body when calling GET /api/1.0/vlans/

My suggestion is:

By default Subnets will never be returned.

Subnets can be returned along with vlan info with an additional querystring parameter like "?embed=subnets"

  FYI - we will be adding tags to the vlans GET call in v9.8.0. Regarding subnets, we will be adding vlan_id filter to subnets GET api call - that will give you related subnets.
