Add API support to Power Circuits

As every other object handled by D42, Power Circuits should be at least searchable via API (GET).

As every other object, methods like POST, PUT and DELETE, should be implemented to ADD, MODIFY and REMOVE Power Circuits from D42.

Generally speaking I think that adding a new element of information into D42 (like Power Circuits) means always that you should at least:

1. Add support for search
2. Add support in API
3. Add new reports or fields in reports
4. Integrate and modify existing screens to link the new element if it is related in some way
5. ... and of course update documentation :)

Optionally give the ability to add custom fields to the new element would be a good flexibility feature for the entire D42 system.
