Query Tags from API

I'm not able to find this if it exists already, but I would like to query all current tags from the API. This is to make sure i'm not recreating a tag with a slightly different spelling or slightly different capitalization.

  Hi Andy,

  We have added /api/1.0/tags to get all the tag names in the system in v9.6.0.
