backup/restore api

It would be great to be able to initiate a backup and a restore through the api. A good mid term solution would be to at least automate restore on a schedule (as we can now do with backups).

We have many systems relying on the information in device42, so uptime is crucial. 

In a situation where our primary server goes down, we have to manually do a restore on the standby instance before failing over.
