Certificate discovery should add tags to the certificate records.

Hi

We've noticed that the Certificate discovery jobs only add any defined Tags to the associated device, it doesn't add them to the actual Certificate record, which means we can't auto-tag the certificate records.

As we use the Certificate area to document not only discovered certificates, but certificates that can't be discovered, as it provides a central source of truth, not having the tags means we can't easily differentiate between auto-created certificate records and manually added ones.
